Division 23 covers the manufacture of non-metallic mineral products — mostly building materials. Its groups are glass (23.1), refractory products (23.2), clay building materials (23.3), porcelain and ceramics (23.4), cement, lime and plaster (23.5), concrete and cement products (23.6), stone working (23.7) and abrasives (23.9). In Latvia most of it is concrete products and glass; the division is capital-intensive and closely tied to construction.
