The largest companies in Latvia: three rankings, not one

Latvia's largest company is Latvenergo by revenue, Latvijas valsts meži by profit, Maxima by headcount. Three rankings, 21 companies; only two appear in all three.

Latvia's largest company by revenue is Latvenergo (€1.57bn), by profit Latvijas valsts meži (€206.6m), by headcount Maxima (5,961). Three measures, three rankings; together they hold 21 companies, but only two appear in all three.

The question of Latvia's largest company is incomplete until you say by what measure. Revenue, profit and employee count make three different rankings that overlap only in part.

At the top are retail, fuel and energy — large volumes at a thin margin. Rimi and Maxima together employ more than 11,000 people, yet their profit margins are 3.3% and 4.4%; Elko Grupa's is 1.1%. Four companies clear a billion in revenue; the fifth, airBaltic, already runs at a loss (−€44.3m): it has a place on the revenue ranking but none on the profit one. The sharpest contrast is Orlen Latvija: €640.6m in revenue with 12 employees, because in fuel wholesaling the turnover is the value of the cargo sold, not a measure of labour.

The profit ranking orders companies quite differently. The top two are state-owned — Latvijas valsts meži (€206.6m) and Latvenergo (€198.8m) — whose results come from natural resources and infrastructure. The third, Mikrotīkls, earns €97.7m with 377 employees: profit per employee is roughly €259,000, while at Rimi and Maxima it does not reach €8,500. The ranking makes the point more sharply with 4finance — €73.3m in profit against €36.3m in revenue. Together with Ardelta, which reaches €41.6m in profit with four employees, these are finance and holding companies whose result is not built on the turnover of goods or services.

The employee ranking brings in companies that appear on neither of the previous two. Third and ninth are hospitals: Rīgas Austrumu (5,186) and Paula Stradiņa (3,460) clinical university hospitals, and fourth is Latvijas dzelzceļš (Latvian Railways, 4,959). All three ran at a loss in their latest report. The largest employers here are not the largest by money: employee count measures labour intensity and public function, not commercial scale. The only private newcomer near the top is Evolution Latvia (3,586) — an online-casino technology developer that has become one of the largest employers in Riga.

Where the rankings overlap

The three rankings span 30 places, but only 21 distinct companies fill them. Two — Latvenergo and Maxima — appear in all three; five appear in two, and fourteen in only one. A company can be vast on one axis and invisible on another: Latvenergo is first by revenue and second by profit, yet only tenth by headcount; Orlen Latvija is sixth by revenue and appears on neither of the other two.

The ownership split is visible too. The state holds the top of the profit ranking, and three of the ten places on the employee ranking are state bodies; the largest private companies cluster at the head of the revenue ranking, in retail and fuel. Behind this lies the economics of each sector: resources and infrastructure yield profit, trade yields revenue, care and services yield employees. In practice this means any "top" ranking has to be read together with the measure it is built on, or the comparison misleads.

"Largest" is always "largest by what". A ranking is only as useful as the measure chosen for it; the most informative comparison is not between sectors but within one, where all three measures track the same thing. That breakdown by sector can be seen in the industry overview.
